Paula Sylvia, the Program Director of Aquaculture and Blue Technology at the Port of San Diego, leads the charge in creating an enabling environment for aquaculture and blue technology businesses to flourish.

Venturing into Uncharted Waters

Paula Sylvia’s career in marine biology began over three decades ago. She initially explored the world of aquariums and fisheries, industries traditionally dominated by men. However, Paula’s unwavering determination led her to discover aquaculture, a world that fascinated her despite her lack of formal training in the field. This passion propelled her on a global journey to learn about aquaculture techniques and the cultivation of various aquatic species, from fish to shellfish to seaweed.

For a decade, Paula traveled the world, gaining insights into the diverse practices and applications of aquaculture. She realized that while aquaculture thrived in many countries, it remained underdeveloped in the United States. This realization spurred her to pursue higher education, earning a master’s degree in aquaculture and later business administration. Armed with a unique blend of scientific and business expertise, Paula Came OR landed in to San Diego.

Over the past 23 years, Paula has worked at a local marine conservation institute, , the federal government and fisheries agency, and more recently at the Port of San Diego. Her work included growing fish for stock enhancement and food production. Throughout her career, she consistently aimed to create an environment conducive to the growth of aquaculture and blue technology businesses. Paula’s journey from marine biologist to a leader in the blue economy exemplifies the power of dedication and an unwavering willingness to embrace new challenges.

Aquaculture is poised to play a pivotal role in addressing some of the world’s most pressing challenges. With a rapidly growing global population, the demand for seafood and other protien has surged. Currently, aquaculture

 provides more seafood for human consumption than wild fisheries, primarily due to increasing population demands. Paula recognizes the potential for aquaculture to grow and become a critical element in complementing sustainable fisheries and ensuring a secure domestic seafood supply in the United States.

Paula’s work underscores that aquaculture not only provides a solution to food security but also offers a unique avenue for women to excel.
